There is a clear shift underway in how healthcare will be delivered in the future: away from treating illness and toward preventing it, and from hospital-based care to support rooted in neighbourhoods and communities. The Social Impact Framework has been designed with this future in mind, recognising that health outcomes are shaped by far more than clinical care alone.

The Social Impact framework was developed to address a clear gap in the commissioning landscape. Community-based, preventative and social-impact-led services are essential for improving population health, yet they have traditionally been difficult to commission at scale.  

The framework was shaped through co-design with Contracting Authorities and suppliers, supported by market testing and stakeholder engagement. It provides a structured, national route to commission services across the wider determinants of health, from financial inclusion to carer support. It aligns with the 10 Year Health Plan, Core20PLUS5 strategy, the Better Care Fund (which is currently under review), the National Procurement Policy Statement, and the Procurement Act 2023, offering a compliant mechanism to support prevention, integration and place-based healthcare delivery.  

The Social Impact framework supports the needs of today whilst preparing for the future of the NHS: addressing the root causes of poor health so we can switch focus from treating ill health to preventing it. By working together to support our communities, we will turn our social value ambitions into real-world change.
