Patient Access Schemes in Homecare Medicines Services

What is a patient access scheme (PAS)?

A PAS is a scheme proposed by a pharmaceutical company and agreed between the company and the Department of Health (with input from NICE) in order to improve the cost-effectiveness of a drug. PAS proposals are made in the context of a NICE technology appraisal, with the aim of enabling a positive NICE recommendation.

Some homecare medicines services incorporate products with a PAS. In these instances the trust is responsible for accessing product pricing from the manufacture in line with the relevant NICE Technology Appraisal (TA) and agreeing this price with the chosen homecare provider prior to service initiation.

Where a pharma funded homecare services incorporates a product with a PAS, the homecare provider will be informed of the PAS price directly by Pharma.
