NHS England Clinical Waste Strategy and Waste Management Tool.

NHS England published its NHS clinical waste strategy in March 2023 revealing an ambition to transform the management of clinical waste by eliminating unnecessary waste and finding more innovative ways to reuse waste.

As the NHS is one of the largest producers of waste in the country, there is a responsibility for everyone to ensure that clinical waste is processed and disposed of in the most cost-effective, safe, efficient, and sustainable method possible.

This clinical waste strategy has been created to support NHS providers in making the necessary steps and change in waste management best practices.

Alongside the clinical waste strategy, NHS England has published two other documents to assist in meeting the strategy’s ambition:

  • The Revised Healthcare Technical Manual (HTM) 07-01, which provides technical guidance and best practice for safe healthcare waste management and the ways to improve the environment and carbon impacts of managing waste. Additionally, the revised manual sets out the ways to ensure waste is segregated appropriately.
  • An NHS waste planning tool to support trusts with their waste management decisions and how best to improve waste segregation and reduce waste-related carbon emissions.

The Revised Healthcare Technical Manual and the NHS waste planning tool have been developed to help set the direction and necessary speed of change to work towards the NHS goal of 'net zero' by 2040, whilst ensuring that the NHS is using its resources as effectively as possible.

NHS Procurement in Partnership (NHS PiP) which is the collaboration between four NHS Procurement hubs; NHS Commercial Solutions, East of England NHS Collaborative Procurement Hub (EOECPH), NHS London Procurement Partnership (NHS LPP) and NHS North of England Commercial Procurement Collaborative (NOE CPC), are in regular dialogue with NHSE regarding the role we can play to support the members of each organisation, the wider NHS, and NHS England with their ambitions to transform the management of clinical waste.
