This framework agreement was awarded under The Public Contract Regulations 2015 (PCR 2015).

This framework supports NHS and wider public sector Capital, Estates and Facilities teams to manage their varied and complex estates requirements, enabling access to a variety of pre-qualified specialists including the larger national providers as well as SMEs and local suppliers.   

This framework can support trusts to address critical infrastructure and safety risks such as those supported by the Estates Safety Fund: 2025 to 2026

The framework has options for Direct Award or Further Competition and Contracting Authorities can choose from flexible contracting options such as, but not limited to, the NHS Terms and Conditions, JCT, NEC or PPC2000.   

A fully compliant FTS procurement exercise has been completed to establish a competent matrix of suppliers in accordance with the latest best practice including Sustainability and Social Value commitments. This can help Contracting Authorities in reducing risk, duplication, resource application and saving money when undertaking their procurement process; without the need to run a full open procurement exercise. 

Appointed suppliers to this framework can support Contracting Authorities to address capital maintenance backlogs, set Planned Preventative Maintenance (PPM) programmes, undertake essential repairs, provide responsive and unplanned services, carry out building improvements and futureproof their estates: increasing operational efficiencies and meeting statutory compliance. Importantly, the framework can help ensure that facilities are safe, compliant, well-maintained and conducive to patient care and staff work. Contracting Authorities can choose from the individual lots or opt for a bundled or fully managed Hard FM service.
